Asking on behalf of my friend:

He has a Isuzu 3.0 4x4 that was last fully serviced summer 2012, since then he has done 3000 miles. Should he book a service?

I just said he should check the oil and top up if need be.

Yay, or Nay?

Vehicles doing low mileages actually need more servicing, thats why manufacturers recommend doing them every year irrespective of their low mileages.

Thanks Ill let him know. We will probably do it ourselves instead of going to a garage as his funds are limited. And I have most of the oils and filters on hand in stock.
