I have recently followed a trip report through Spain/the pyrenees on one of the travel forums that highlighted many of the restrictions that are in place in Spain, such as general bans of all motorised traffic on unsurfaced roads in vast areas during the summer months due to fire risk, naturally including a ban of all open fires or "wild" camping. They run permit systems in national parks and strictly enforce them. Sometimes the permits are pretty dear and even so you're allowed just so many hours in the park, just long enough to drive through without stopping. Doesn't matter as stopping or leaving the car is not allowed anyway, not even to have a pee!
Even the Guardia Cyvil, the armed police, in the past used to hunting ETA terrorists, is now employed to enforce restrictions on green lanes and these guys are not joking! Sounds like an absolute nightmare.
In the past Spain was held as an "off-roaders paradise", but now the government seemingly wants to make up for shortcomings elsewhere, like illegal building or uncontolled rubbage dumps, to give themselves a more environmentally conscious image. All in a desperate quest to get EU subsidies for national parks and the like - funds which inevitably are absorbed elsewhere. Depressing, really.
